Eligibility

Who this program is for

Five things the program looks at. If you're not sure where your home stands, we'll walk through it with you.

Eligible Participants

  • Single-family or multifamily homes
  • Residential electric rate through Rhode Island Energy
  • Open to all RI electric utility customers: Rhode Island Energy, Clear River, and Block Island Power

Weatherization

  • Your home must be sufficiently weatherized
  • Newport Electric can connect you with an energy audit company if you need one

Program Rules

Your home must meet one of these:

  • Built on or after January 1, 2000
  • OR
  • Completed all weatherization recommendations
  • OR
  • Home energy assessment shows $1,000 or less in recommended weatherization work

Fuel Type

  • Existing primary heating uses natural gas, propane, or oil
  • The heat pump must displace fossil-fuel heating in the zones it serves
  • Partial displacement is allowed — a whole-home conversion isn't required
  • You'll sign an attestation confirming the heat pump is the primary heating source in the zones it serves

Equipment

  • Installed equipment must meet Clean Heat RI program requirements
  • Must be installed by an approved RI Clean Heat installer — Newport Electric is an RI HPIN-approved contractor

The rebate

What the program pays

Incentives are set by Clean Heat Rhode Island and paid toward your project cost.

Equipment Incentive Cap
Air source, air-to-water, or geothermal heat pump (space heating & cooling) 60% of project cost $11,500 lifetime per address

Total lifetime cap per property, inclusive of any rebates already received. Systems can be installed in phases — room-by-room ductless minisplits are common — and the rebate accumulates toward the cap.

These rebates are separate from RI Clean Heat and stack on top of the incentive above for qualifying equipment: the NE Heat Pump Accelerator Rebate plus the RI Energy Rebate.
